Cleanup overlays checking.
* buffer.h (OVERLAY_VALID): Remove as useless synonym of OVERLAYP.
* buffer.c (overlay_touches_p, recenter_overlay_lists): Change to
eassert and OVERLAYP.
(sort_overlays): Change to use OVERLAYP.
