Minor zlib configuration tweaks.

* configure.ac (HAVE_ZLIB): Don't assume zlib is linked if PNG is.
* src/decompress.c (fn_inflateInit2) [!WINDOWSNT]:
Don't assume presence of fn_inflateInit2_ zlib internal function.
