Don't leave `C-h N' in a text-mode derived mode

* lisp/help.el (view-emacs-news): Use emacs-news-view-mode.
* lisp/textmodes/emacs-news-mode.el (emacs-news-view-mode): Split
into own mode to avoid confusion.
