Shutdown server if connection initialization fails

Also tweak autoreconnection logic

* eglot.el (eglot--connect): Immediately `eglot-shutdown` if
connection initialization failed. Don't treat interactive calls
specially.
(eglot--process-sentinel): Tweak messages.
