(EMACSOPT): Remove --no-init-file (implied by -batch).
(autoloads): Explicitly load `autoload' to bootstrap without loaddefs.
(backup-compiled-files): Ignore errors during `tar'.
(bootstrap): Make autoloads before elc files.
